Upsert the Dashboard Get Started card

post/api/usermanagement/v1/users/{userId}/properties/get-started-card

Computes up to 3 role-specific actions for the Dashboard "Get Started" card using the FA3 aggregation algorithm. Branches on super-user vs non-super, and on sales-led vs organic onboarding. Reuses the guided checklist signal provider to auto-complete actions whose state is already server-knowable (wallet exists, bank linked, video ID verified, KYB/KYC, etc.). Idempotent upsert — a repeat call recomputes and overwrites the prior card.
